Dr. O'Keefe appears to be an administrator at the Vernet Marine Research Center. She was approached in person by Dr. Selig, who was interested in somatic regeneration in coral reef species, starfish in particular. O'Keefe agreed to forward any research to Selig through a coded government drop box. Two days later, she encountered Special Agent Bennett, who was disregarding orders and gathering intelligence on Selig.
