Dr. Blair is a head physician at Gotham City General Hospital. Despite his station in the emergency ward, Dr. Blair was still witness to the bizarre. Blair treated Luscius Fox when he was attacked by Roland Daggett's gunmen and a fake Bruce Wayne. He also personally unveiled Two-Face and witnessed the effects of the Joker's toxin on various victims, including former councilman Arthur Reeves. Despite this, Blair remains grounded in reality and runs his hospital.
