Cetea belongs from a race of aliens approximately six light years away from Earth. Cetea formerly worked for the high council until a scientific expedition brought back Jax-Ur and Mala. The council parties were branded as anarchists and traitors to the new state of New Krypton. Cetea managed to cobble several party leaders in a ship and escape until Superman's intervention allowed them to be caught. Cetea enlisted Superman's help and survived execution to rebuild her planet's society.
