Charles Baxter is the head of the Wacko Toy Corporation. He once recruited the Riddler as part of a business venture. Baxter wanted to incorporate Riddler's puzzle technology into a new line of toys. However, Baxter was unaware that the Riddler was still a career criminal. After the Riddler was exposed by Batman and led away by the Gotham City police, Baxter severed his ties to the Riddler and Wacko Toys continue on.
