The Stacked Deck is a bar and pool hall overlooking the Bayshore Pier in Gotham City. It is notorious as a gathering place of the criminal underworld. On two known cases, Batman went to the Deck undercover: once disguised as Killer Croc, with the Gotham City Police Department, hidden in the crowd, to infiltrate a card game between the Joker, Penguin, Two-Face, and Posion Ivy and then later as Matches Malone and used his lipreading skill to eavesdrop on a phone conversation initiated by Mad Dog.

Months later, Batgirl and Catwoman entered the bar in search of the Chemist. They "recruited" him to analyze a chemical residue left at a crime scene that falsely implicated Catwoman. During that time, the nearby Bayshore Expressway was nearly completed. On the 7 year anniversary of the Joker's creation, the Creeper burst into the Stacked Deck and attacked the Joker's henchman, Larry, Mo, and Curl. Batman, Robin, and Harley Quinn later arrived.

When Tim Drake was kidnapped and tortured by the Joker for three weeks. Batman and Batgirl rigorously pressed the underworld for answers. No one, not even Stacked Deck proprietors knew what happened. Nearly half a century later, the Stacked Deck was long abandoned and occupied by Ronnie Boxer to train his dogs for illegal fights. One of the dogs trained at the Deck was a puppy, Ace, who would become the loyal companion of Bruce Wayne.
