After the conclusion of the Thanagarian invasion, the Justice League went about rebuilding the Watchtower. The main power source was replaced by a nuclear reactor room housed in the Watchtower's lower level. The binary fusion generator was also tied into the main weapons system, a beam cannon. Although the weapon was an object of content with the U.S. federal government, the League justified its existence with alien invasion. A blast from the cannon drains the Watchtower of most of its power and a whole-scale system reboot requires one hour to recharge. As a precaution, staff are ordered to exit the reactor room upon fire, radiation alarms are placed along the tower, bulkhead doors are on standby to be sealed, and at least J'onn Jonzz can override command.

Midway up from the reactor room is the High Security Storage Room. Only authorized personnel are allowed inside. A closely guarded password of 6-22-77 JOS365 is used for access to the room. It contains many confiscated weapons from the many missions conducted by the Justice League including Grodd's Mind Control Module, Thanagarian weapons, Toyman's Takion-firing robot, Lex Luthor's Battle Suit, the Power Disrupter, and the Annihilator. The Watchtower eoncompasses at least 10 levels and travel may be done through access elevators or a stairwell. Staff technicians were hired by the League to handle day to day operations of the now sprawling complex. According to a strict duty schedule, staff meant at a designated place and time to be teleported to the Bridge Transporter Deck. Upon arrival, they are required to present their ID Card, submit to biometric scans, and pass a metal detector.

The only other method of transportation is the Javelin bay. Bay doors are opened remotely but in extreme cases, can be manually opened by a team of two with enhanced strength. The exact number is unknown, but there are at least 27 Javelins and other mass transport vehicles. Other rooms include a large mess hall, a recreation room fully equipped with HD television, Sick Bay, personal quarters for each member of the League, holographic training room, a garden, Utility Room, and a series of interrogation rooms marked as Security 01 and on. At least 7 such rooms exist. There are at least two rooms that only the founders circle and a chosen few are allowed in, a main conference room and a court room-like area. Regular security sweeps are conducted on each level at certain intervals of time. The room with the most activity is the Bridge where J'onn Jonzz exclusively resides. From there, he has access to sensors, long-range communication, League comlinks, the binary fusion generator, and a direct line to the President of the United States.

A series of annexes are in close orbit near the Watchtower. It appears to be the source for the Watchtower's communications array and each have their own power source. Despite enhanced security, the Watchtower was still invaded on three occassions: a Task Force X unit, Hermes, and Galatea and the Ultimen. This Watchtower is still vulnerable to magic and Lex Luthor. In at least one Hypertimeline, the Watchtower was destroyed. In one, Chronos and modified Jokerz overpowered and destroyed it in the 2050's. After Lex Luthor and Brainiac were defeated, the fusion cannon was dismantled. The Watchtower was allowed to operate and coordinated with the Metro Tower on Earth. J'onn J'onzz, Wonder Woman, The Flash, Shayera Hol, Batman, Vixen, and Green Lantern took Overman to the Watchtower with Lois Lane. J'onn had another episode sensing the imminent collapse of reality itself but picked up emanations from deep within the vortex above Metropolis. Aquaman reported in that half of Atlantis was replaced with something so alien he could not describe it.

Lane interrogated Overman about Superman's location and who was behind the cosmic disturbance. Overman insisted J'onn J'onzz knew he had nothing to do with it after probing his mind and asked why he was being held prisoner. Batman pointed out he attacked Metropolis and announced his intent to conquer the world. Overman broke out of his prison and declared he was superior to all. He vowed to kill J'onn J'onzz first but Wonder Woman and Vixen struck him first with a simultaneous strike. They were not impressed with his speech. Green Lantern trapped Overman in a bubble construct then closed it in on him like shrink-wrap, leaving him completely immobilized. Overman was overcome with panic when he made eye contact with J'onn J'onzz, who threatened more telepathic invasion. Overman quickly asked him what he wanted. J'onn asked him to behave. Overman capitulated. Lantern shifted the construct into a generic prison cage. J'onn was disgusted with his actions and doing it so eagerly. Wonder Woman deduced he came back to the League because someone he cared about was one of the people who disappeared. He acknowledged she was insightful as ever and found it odd the life of one person seemed more important than the lives of billions. She told him it was human.

Lane suspected Overman could be hiding something and speculated they could be on the cusp of a Nazi invasion of their world. Batman assured her J'onn was thorough. J'onn told Lane her loss was clouding her vision. Lane assumed he read her mind. He stated he read her heart. She knew he was right and she lost her objectivity and compassion. They discussed the dimensional overlap and people switching places between universes. Overman believed Superman would not survive on his Earth. J'onn believed he could telepathically follow the emanations he sensed to the source of the dimensional overlap. Batman was skeptical about hinging Earth's survival on a psychic intuition and going into a vortex they had little data on then speculated they could be destroyed on contact and obliterate all life on Earth in the process. Wonder Woman asked him if he always looked for the worst in every situation. Shayera Hol pointed out their choices were limited so J'onn's plan was the best option. Lantern agreed but didn't understand why Overman was coming. Overman admitted if helping them got him back home, the sooner the better.

Wonder Woman believed his power would be handy against whatever they encountered on the other side of the vortex. She clarified she didn't trust him but she suddenly vanished and was replaced with the skeleton of another Wonder Woman. Batman became enraged. They continued to the hangar bay. Lane noticed Shayera react to Lantern and Vixen holding each other tightly. Atom and Mr. Terrific introduced the newly finished Infinity-1 Javelin, the latest upgrade to the fleet. Atom believed it took his genius to put it together and complimented Terrific as a wonderful assistant. Terrific retorted the Javelin would still be a thousand-piece jigsaw without him. J'onn, Flash, Shayera, Batman, Vixen, Lantern, and Overman boarded it and took off for the vortex. In the monitor bay, Lane was apprehensive but Atom assured her the Justice League always came back. She knew it was bravado on his part, but his words still gave her comfort nonetheless.

At the end of the multiversal crisis, Superman suggested a small celebration at the Watchtower so they could decompress. Flash shoveled slices of cake down his mouth at super speed while he told Booster Gold and Blue Beetle about the final battle with Amazo II. Booster was disgusted but oddly could not turn away. Batman and Wonder Woman looked out into space and reflected on their role in releasing the Life Equation and restoring the Multiverse. Batman believed Green Lantern randomly snatched them up and they managed to bring everything back. Wonder Woman wasn't so sure it was random and believed either the power ring or Stewart's unconscious mind knew to grab them. Batman deduced she meant it all happened for a reason. She believed the universe was always working toward their greater good. Batman found it a lovely idea but noted the contradiction. She pointed out their experience proved there were many levels to reality. Batman stated his focus was on the ground but took comfort in her being around to remind him to look up. They held hands.

Vixen confronted Green Lantern on the emotions he expressed in the illusion where Shayera Hol died. Lantern claimed he was in shock from the stress of the moment and realized she thought he still loved Hol. Vixen clarified it meant he never stopped loving her. He denied it. Vixen admitted it brought out a truth she knew all along but just couldn't it admit it to herself and nor he. She broke up with him. Hol walked by and offered him a piece of cake. He accepted it. Superman asked J'onn if he intended to return to New Delhi. J'onn confirmed it but stated his intention to stay with the League but in a new role as an ambassador to help seek peaceful solutions to problems before they erupted into cosmic brawls and he wanted to start with Apokolips. Superman was surprised and reckoned he was a better man that he was. J'onn doubted that and bid them farewell. He turned invisible and left the party.

Lois Lane was still surprised by the vanishing act. Superman pointed out he was a green man from Mars capable of reading minds and shape shifting yet the invisibility was what shook her. Lane suggested they go to her place for dinner since their last date didn't go as planned. Superman guessed Overman was swept back to his world in Earth-X. She wondered if he could ever change since at his core, he was Superman. Elongated Man arrived and announced there was a report that Gorilla Grodd and an army of mutant gorillas invaded Washington DC. Flash sighed but Blue Beetle countered he loved that kind of stuff. Flash admitted he did as everyone in the party left for DC. In his head, Batman admitted he just maybe did, too.
