During the first sightings of the Man-Bat, Detective Harvey Bullock went to Mayor Hill's office to petition for a special task force to take out Batman but Commissioner Gordon objected on the grounds they were already looking into it. Hill granted Bullock the task force and District Attorney Harvey Dent promised Bullock he would have immunity. When H.A.R.D.A.C. attempted to replace people in positions of power, a duplicant of Mayor Hill was sent to the real one's office and neutralized him. The Penguin issued a ransom for WayneTech's Raven X1-11 helicopter. Gordon and Bullock were present in Hill's office when he got Penguin's call. After the Joker stole a bomb, he somehow got into Hill's office and forced him to deny Gordon's request to evacuate the city. The Joker entered Councilman Arthur Reeve's office to confront him about being the Phantasm. However, after Andrea Beaumont happened to call to cancel their date, Joker realized the truth then exposed Reeves to his Joker Toxin.

Years later, Scarecrow held Hill and some officials hostage in his office. Batman, Robin, and Batgirl intervened but Batgirl went after Scarecrow alone outside. She was exposed to his Fear Toxin and lost consciousness, viewing a nightmare scenario where she fell off City Hall, plummeted onto a squad car, and died in Gordon's arms. The Judge secretly met with Councilman J. Carroll Corcoran in his office to form an alliance. Batman later interrogated Corcoran but left while he ranted about the will of the people.

50 years later, the destruction of the current City Hall was a fantasy of Mad Stan and used when he was detained in Spellbinder's old virtual reality tech. Jimmy Lin went to City Hall to meet with District Attorney Sam Young to make a deal for testimony against his own gang, the Tongs. Journalist Ian Peek used stolen technology to spy on them undetected and record the meeting for his series. Batman intervened but was unable to land a blow and was knocked out. Peek started a fire to cover his exit.
