Covenant is a city in New Mexico. It is an unassuming and ideal place to live. Cadmus set up a facility on an abandoned lot. For one week, the Question was interrogated and tortured by Dr. Moon in the Covenant facility. Superman and Huntress stormed it, encountering both Professor Hamilton and Captain Atom before extracting Question from Dr. Moon.
Lex Luthor took advantage of the incident to hack into the Justice League Unlimited Watchtower and fire its cannon on the facility. While Cadmus and the JLU were in conflict with each other, Luthor put the finishing touches on his AMAZO duplicate. Covenant lay in desolation. Relief workers and aid poured in. Reporters covered the devastation. Despite rumors of the JLU's involvement, a large portion of the team helped in the recovery efforts.
