Applied Research and Development is a non-profit organization dedicated to scientific and technological collaboration around the world. They offer to fund civilian research projects, grants, resources, and training to third world countries. However, it also has quasi-ties to the American government who may have had ties to its creation in the 20th century.
Over 50 years later, data on the projects are stored in a retinal identification database inside the Applied Research and Development building. Zeta infiltrated it to find information on his creator, Dr. Selig but was caught downloading a database. Zeta and Ro escaped. Despite warnings from Colonel Lemak, Agent Bennett later returned, disguised as a janitor, and learned Zeta was after Dr. Selig.
