The Zap Caps are the third invention Richie Foley created for Static. The original concept was to use these energy containment units as a diversion when Static was low on power and needed to recharge. Foley also kept a tray hidden under one of the floor boards in the Abandoned Gas Station of Solitude. When he and Static parted ways, Foley attempted to use the Zap Caps to defeat Slipstream but wound up with a broken arm. After he and Static apologized to each other, Static realized he could use the last two Zap Caps as a way to directly recharge. He powered up and defeated Slipstream. During a sunspot cycle, Static's power became uncontrollable but with HotStreak on a rampage, he resorted to using Zap Caps.

After Foley manifested powers, he began to create various types of Zap Caps to use as his main line of offense. The first of these next generation Zap Caps are restraints used on Bang Babies and other villains. The restraints are about 90% fireproof. When HotStreak concentrates enough of his pyrokinetic power, he can melt through them. Those with enhanced strength can also break free. Several other Zap Caps releases a special chemical mix that hardens and is stronger than concrete, liquid nitrogen, slime, or play mp3 music files. Gear also carries at least one empty Zap Cap. While helping Dr. Todd apply a cure to Aquamaria, Gear placed it into a Zap Cap and Static successfully used it.
