As part of the Cuban government-sponsored Project Gilgamesh, a super soldier forumla named Venom was created. The liquefied drug was tested on several prisoners but failed to yield results. The drug finally worked on a man named Bane and endowed him with enhanced strength. Bane used his power to kill everyone and escape. The drug is highly addictive and requires its user to take a dosage every 12 hours. Its properties also make it highly conductive towards electricity.
In the late 1990's, Bane refined the formula so that the Venom could now make him twice as strong. Decades later, the abuse of Venom led Bane's health to deteriote. He became so weak that his body needed daily doses of Venom in order to merely function. Eventually, he was unable to make more so he entrusted the formula to his caretaker. The caretaker continued to give Bane his dosage but secretly developed Slappers, a highly addictive steroidal compound. Rather than use the method Bane did, all one had to do was peel the Slapper's wrapper and slap it onto the body, usually the bicep. He sold it to student athletes at Hamilton Hill High School until Batman shut down his operation.
