Thought Control Disks are an invention of Brainiac while he possessed Richie Foley. As the name suggests, those with a disk implanted are under Brainiac's control. Once planted on the chest, the device activates immediately as evidenced by the glowing Brainiac symbol. The Flash was the first then some time later, he used the disks on Batman, Hawkgirl, J'onn Jonzz, Green Lantern, and Static. However, Static's natural electrical field shorted out the disk. Static attempted to free each superhero with electric jolts and then they regrouped to go after the villain.
