John Henry Foley was born on May 24, 1818 in Dublin, Ireland. At an early age of 13, Foley won recognition for his artwork. His claim to fame was his 1844 work, Youth at a Stream. From then on, Foley lived off a career of commissions and became a famous sculptor. He died on August 27, 1874 and is best known for his statues of Daniel O'Connell in Dublin and of Prince Albert in London.

In the 2050's, Chelsea Cunningham's father owns a Foley Original and keeps it in his residence's safe. He purchased it for 80,000 credits. Spellbinder used his case studies and technology to feed an illusion into Chelsea Cunningham's brain. He then tricked her into stealing the Foley for him through a jungle treasure fantasy. It is unknown if Mr. Cunningham recovered it after Batman defeated the villain.
