On February 7, 1992, the Treaty on European Union was signed in Maastricht, the Netherlands and established the European Union, EU, and paved the way for a universal currency for its members, the euro. 16 of the 27 member states were incorporated the euro: Austria, Belgium, Cyprus, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Malta, the Netherlands, Portugal, Slovakia, Slovenia and Spain. They either met the EU's strict financial requirements or negotiated for an exemption. Five other countries used it after making a formal agreement. Nearly 800 billion euros are in circulation and make it the second most popular form of currency after the U.S. Dollar. It was officially adopted on December 16, 1995 but wasn't introduced to the global financial market until January 1, 1999 and circulated until January 1, 2002. Although central banks in the EU administer the euro, the European Central Bank in Frankfurt, Germany is considered to be the foremost authority and sets monetary policy.

Coins have eight denominations: 2, 1, 50 cents, 20 cents, 10 cents, 5 cents, 2 cents, and 1 cent while bank notes are issued in 500, 200, 100, 50, 20, 10, and 5. The sign of the euro currency was adopted after a public contest. Alain Billiet, a Belgian citizen, won but it was disputed by Arthur Eisenmenger who used to work for the European Commission and made claims he made a generic symbol for Europe similar to it. In around 2003 or 2004, Kaznia either joined the EU or made an agreement to switch to the euro as its official currency. An official shipment was on its way by train. Lex Luthor decided to appease the Legion of Doom members by crafting a scheme to steal the euro transport. During the planning phase, Luthor and Flash's minds were switched and Flash willingly went along with the operation until he could communicate with the Justice League. Along with Tala, Sinestro, and Dr. Polaris, he intercepted the train and took out the security detail.

Sinestro then constructed a railway and manipulated the train into a cavern. He and Polaris then moved the euros to the Legion transport and later Tala cast simple spells to teleport them aboard. Flash managed to relay the theft to Mr. Terrific, who dispatched Dr. Light, Ice, and Steel to investigate. They intervened and prevented the euros from being stolen. Dr. Polaris still tried to fight back alone but used a crate of euros as a distraction to escape.
