Concerned with the surface world's expansion across the world, King Arthur approved the construction of the Doomsday Thermal Reactor and hid it in the Arctic Circle. However, he decided it would be only used as a weapon of last resort and left it unarmed. Once activated with a suitable radioactive source, the Reactor would cause a polar meltdown and flood the planet.

When Orm staged a coup and took over as king of Atlantis, he used the events surrounding Arthur's betrayal as a pretext to use the Reactor and declare war on the surface world. He used plutonium stolen from a downed nuclear submarine called the U.S.S. Defiant to power the device. While Arthur, also known as Aquaman, confronted Orm, Batman and Green Lantern attempted a manual shutdown since the control panel was destroyed. Green Lantern used his ring to form a protective layer around Batman as he went inside the Reactor and successfully closed the shutoff valve. It was most likely destroyed to prevent further misuse.
