While working for WayneTech, Jervis Tetch invented circuitry cards able to control the human mind. Tetch's first test subjects were mice. The cards are controlled via a band that is worn around the head. The exact specifications are unknown but the cards are known to incorporate microchips, electrodes, and nanotechnology. Tetch hid his creations from his superiors and became obsessed with his co-worker, Alice. After being driven insane with obsession, the cards were clearly fashioned after the motif of the Mad Hatter. In order to better aid Tetch, the cards also augment its users' strength. Simply removing the card will allow the user to revert to normal with no memory of what happened prior to wearing it.

Eventually, Mad Hatter upgraded and miniaturized the technology, thus doing away with the cards. The technology was often stolen from Wayne Enterprises, LexCorp, and S.T.A.R. Labs. In addition, they were upgraded to a wider range and Mad Hatter could control his subjects from farther distances. On one occassion, the Joker stole Mad Hatter's technology and used it on judges from a local stand-up competition.
