In the 2050's, the Neo Gotham-based David Clinton claimed to have perfected time travel but was denied a renewal of his tenure at a local college. Clinton began to secretly test the belt device and developed a costume he referred to as the Chronos Suit. The belt, upon calibration, would open a time tunnel he could safely navigate and to prevent abuse, a security measure would electrocute its user After trying to steal one of Batman's utility belts, he was confronted and escaped to 1879. A criminal named Tobias Manning stole the belt and used it to take over the town of Elkhorn with future technology. The Justice League teamed up with several individuals to take down Manning. Upon his defeat, Clinton tricked Batman and took back the belt then returned to the 2050's.

He became a war lord, destroyed the Justice League, turned the Jokerz into his private army, and ruled over Neo Gotham. Since then, he also used the device to view past events and discovered Chucko, one of the Jokerz, betrayed him. Batman created software to reprogram the belt and save the time stream. It worked and Batman and Green Lantern were the only people to remember what happened. Chronos, meanwhile, was trapped in a perpetual time loop.
