Gotham City, no matter the year, is swamped in illegal activity. Weapons sales are no stranger to the city than Jokerz. The Gotham City Police Department cracks down on it and once took 12 months to set up a sting operation. But it was ruined by Batman. It was perfect timing for the Spellbinder, though. He exploited the heightened tension between Commissioner Gordon and Batman and nearly had Batman taken down by the police.
