Vincent was head of security at Dr. Wheeler's ranch for delinquent youth. He cared nothing about ethics nor the form of treatment. Vincent willingly went along with Wheeler's brainwashing techniques. When Batman arrived, Vincent manned a mobile hover suit equipped with voltage shocks and torched part of the ranch's surroundings. One on one, Batman easily defeated Vincent.
