Vance was a civilian tech working for the Justice League Unlimited within a two year period. However, he was a mole for the Cadmus Project. The Project provided him a method to mask his thoughts to avoid being read by J'onn Jonzz. Over the two years, Vance supplied Cadmus with information, presumably all the intelligence used by the Task Force X to infiltrate the JLU Watchtower and successfully extract the Annihilator.
