The Skulls are a street gang in the slums of Gotham City riding around on imported motorcycles. An impending gang war was averted when the Skulls' leader was captured and extracted by Batman and hand delivered to Commissioner Gordon's office. The Skulls encountered Batman and Robin years later, when they were harassing a sentient agent of Clayface, later named Annie.
