Splicers are the term given to thos who undergo genetic animal augmentation. Critics observed a rise in aggressive behavior and Gotham District Attorney Sam Young led a campaign to have the Chimera Institute, head of the splicing trend, shutdown. The Splicers went underground and vowed to ignite a revolution. Despite the demise of the movement's leader, Dr. Cuvier, the trend still continues and the occassional Gothamite conceals a splice. Complementary to this fringe, criminals get spliced, including members of the Jokerz. Splicing received criminal associations as tattoo and piercing do today.
