After the Big Bang, a homeless man gained the power to bestow abilities onto others. He chose two teenage boys and gave one the power of superspeed. This one was given the codename Run. In exchange for keeping this ability, Run was required to steal for him. Weeks later, a third, Richie Foley, was added to Ragtag's crime ring. Run's primary objective at thefts was to run in and perform the actual theft once the security system was disabled. Static eventually intervened and used his Static Cling to bind Run to a statue. After losing contact with Ragtag, Run lost his ability in prison.
