An outlaw, Tobias Manning was repeatedly run out of Elkhorn by its sheriff, Ohiyesa Smith. But on June 1879, Manning ran into the time traveling thief, Chronos and stole his technology. Manning went into the future and built up an arsenal of advanced technology including an extra-dimensional six gun, gatling guns, robots, exo-suits and a mechanical flying horse he called Nova. Manning took over Elkhorn and exploited the mining town's inhabitants to work for him. A team of Bat Lash, Ohiyesa Smith, El Diablo, Jonah Hex, Batman, Wonder Woman and Green Lantern managed to overthrow Manning and dispose of the technology.
