Mr. Fixx was Derek Powers' assistant. Fixx conducted illegal activity on Powers' behalf, as well. Warren McGinnis was murdered by Fixx for discovering an illegal bioweapon sale. When Batman appeared to disrupt the transport, Mr. Fixx piloted the hover transport. Batman arrived and confronted Fixx. In the battle, the transport's controls were short circuited. While Batman escaped, Fixx drowned to death when the transport sank into the Gotham River.
