The dictator of War World, Mongul kept his subjects in state of perpetual poverty but he managed to sustain his regime by entertaining the masses with spectacular fights to the death (similar to Rome's coliseums). After a botched mission that left himself unconscious, Superman was taken to War World where he defeated the current champion, Draaga, only to be blackmailed by Mongul to fight him personally. However, the Justice League intervened and Superman disposed Mongul and handed rule over to Draaga.
Humiliated, Mongul sought revenge and tracked Superman back to the planet Earth where he eventually discovered the location of Superman's Fortress of Solitude. Then, Mongul tricked Superman into opening a vial contained the Black Mercy, leaving him in a veritable dream state. With Superman neutralized, no one else stood a chance of being able to physically harm Mongul and he was free to take over the planet. But Batman and Wonder Woman arrived, originally to visit Superman on his birthday. The three were able to defeat Mongul with his own weapon, the Black Mercy.
