Makeba and Muscles are two other Commandos, elite agents, in the Gotham nest of Kobra. It appears their function is field work, information gathering and sub-contracting. They hired the Repeller to steal alpha, beta and gamma sterilium, rare isotopes that form a powerful explosive.
