Hips McManus is a small time hood in Gotham City. McManus was also dwarfed. When the Ventriloquist was released from Arkham Asylum with a clean bill of health, Scarface's henchmen Rhino and Mugsy contracted McManus to impersonate Scarface and terrorize the Ventriloquist. Batman staked out the Ventriloquist's residence and pursued the disguised McManus to no avail. Later on, Batman and Batgirl entered McManus' apartment room and discovered the costume, and interrogated him when he returned home.
