Jimmy Lin is a member of Gotham City's Chinese criminal syndicate, the Tong. Numbering in 500, the Tong have a controlling interest in sports betting, gambling and weapons deals. Lin was arrested on charges of tax evasion. District Attorney Sam Young offered Lin a plea bargain in exchange for information that would take the Tong down.
However, at the time, Ian Peek, the gossip journalist, was present and recorded the meeting. Lin was furious and attempted to kill Peek. Lin and his men were arrested afterwards.
