Cameron Kaiser is an ex-Gotham City businessman. WHile developing a themed-casino called Camelot in Gotham Palisades, Kaiser found himself bankrupt. Kaiser devised a plan to have the casino destroyed and he would profit from the insurance. Unconventionally, he built right over Camelot with a theme-modeled after Gotham's infamous Joker. The opening, he hoped, would lure the Joker and tempt him to blow the place up. Batman discovered the scheme and was captured. While he escaped a rigged death trap, Joker went after Kaiser as was leaving via helicopter. A high flying aerial battle between Joker and Batman followed. In the end, Kaiser was arrested for fraud.
