The Judge appeared to be one of Gotham City's newest vigilantes. The Judge's methods went past the limits of even Batman. His extremism, however, won the support of the public after Penguin, Killer Croc and Riddler were arrested like clock work. Councilman J. Caroll Corcoran decided to take advantage of the Judge's popularity and publicly endorsed him. The Judge soon discovered that Corcoran had his own dirty dealings and turned on him. After Batman defeated the Judge, he was unmasked and turned out to be Two-Face. The years Two-Face suppressed Harvey Dent, a third personality, separate from the two, was created to fight crime.
