General Norman, of the United States Army, was charged with overseeing Dr. Hodges and was a liason to the superhero group, the Terrific Trio. Norman wasn't so confident that Hodges could keep the Trio in line forever, more so with evidence of physiological deteriation. He made the order for an operation to attack the Trio Tower headquarters and assassinate the Trio. Batman appeared and prevented them from detonating Gotham in retribution.
