Gwen Evans is an employee of the Twin Cities division of National Foster Care Records, an organization dedicated to orphaned children. She maintains a secret arrangement with Henry Lux, of the "Skye's the Limit" television show. In exchange for money, Evans supplies Lux with orphaned children to use on the show which reunites families. She recently encountered Ro, who was in search of her brother, Casey. Evans forwarded her to Lux as usual. When Zeta and Ro exposed the truth, Skye Hoaps reported Evans and Lux to the police.
