Dr. Wheeler was a famous child psychologist who offered long term therapy for troubled youth. Seemingly aiding parental liability laws, Wheeler was breaking other laws. From his ranch, outside of Gotham, Wheeler subjected his patients to common brainwashing techniques such as total sense deprivation, sleep deprivation and endless rants. Wheeler's program was favored by Hamilton High School's Principal Nakamura, who brashly reduced the student population. Terry McGinnis visited with a plastic mini-cam, to avoid detection and found Chelsea Cunningham. McGinnis was soon captured but he plotted with Sean Miller to plan an escape. In the chaos, Batman appeared and prevented Miller from tossing Wheeler off a ledge.
