A master of mental manipulation, Dr. Moon has the ability to influence people's minds towards any emotion he chooses; primarily madness, anger and fear. He often accomplishes this transformation through systematic torture.
Recruited into Cadmus, it seems Dr. Moon was Hugo Strange's second, then through unexplained circumstances Dr. Moon was promoted as division head. Dr. Moon had the task of interrogating the Question after he came upon a cache of secret information. However, despite being tortured for a week Question resisted and was soon saved by Huntress and Superman. Moon was himself beaten by the Huntress.
