Crocker is one of Roland Daggett's henchmen. Daggett also contracted an arsonist to blow up Crime Alley, formerly the glamorous Park Row, and cover it up as a gas line accident. Then the altruistic Daggett Development would buy up the land and build a mini-mall complex. Crocker and Nitro set up the explosives throughout Crime Alley. Their work was discovered by Dr. Leslie Thompkins and she was taken hostage. Batman managed to track down and stop Crocker and Nitro before they could leave. Daggett arrived and quickly exonerated himself, leaving Crocker as a fall guy.
