Carter is the servant of Talia, nearly 50 years after the Near Apocalypse of '09. Much like Ubu, Carter is loyal without question and acts as his master's enforcer. It is unclear whether Carter was aware that Talia was inhabited by Ra's al Ghul. Nonetheless, when Batman stormed the New Cuba estate, Carter was easily defeated.
