The Owl Lieutenant is one of many lieutenants serving under the Grandmaster of the Court of Owls. He was part of the team of Owls sent to kidnap Bruce Wayne. After a daring car chase, Wayne was captured but demanded to know what was going on. The Owl Lieutenant replied it was an opportunity and had his team drug and bag Wayne. He remained among the Court members present when Wayne came to and was spoken to by the Grandmaster about joining them. The Owl Lieutenant could sense resistance in him and warned Grandmaster he could present a problem like his forebears did. Grandmaster believed otherwise and led a small party to the Court's laboratory. When Talon began displaying skepticism with immortalizing the other Talons, Owl Lieutenant pointed out in the latest trial that they lasted for more than eight hours and the previous trials were only three. He became infuriated with Talon dismissing the notion of being reborn into a god and reiterated how the Court recruited him from a gutter. Grandmaster interjected and reassured Talon a great destiny awaited him. It is unclear if he was one of the members murdered later on by Talon.
