Tayla Skott was used by her uncle, a scientist, in an illegal bioengineering experiment designed to implant gills on a human. The experiment was a success but it also gave her the power to absorb, store, and project electricity like an electric eel. As Lamprey, she applied for the Legion of Superheroes but was rejected because she had to be near an electrical source to use her offensive powers.
