Senator Tolay is an Earth-based politician in the 31st century. When R.J. Brande and the Legion of Superheroes were given an award of merit, Tolay was kidnapped by Roderick Doyle. Doyle then impersonated Tolay in order to get close enough to Brande and have him assassinated.
