The Chancellor is one of the Kandorians indirectly kidnapped by Brainiac in the 20th century. As the top political figure, he was seen as their leader. In case of emergency, he was given the secret map that reveals the location of the Messanger technology. Centuries later, he was interrogated by Imperiex but was saved by the Legion of Superheroes.
