The planet Tharr was settled by people with the ability to project cold. They used their abilities to mine for rare minerals for centuries and became the oldest human-settled planets. Brek Bannin was born with stronger abilities and came to follow the exploits of the Legion of Superheroes.
He applied for membership in the Legion but was rejected because he was too young and lacked proper control of his powers. Over the years, Polar Boy mastered cyrokinesis and was accepted into the Legion.
