Detective Bullock is a grizzled veteran of the Gotham City Police Department. Bullock manned the Batsignal on the roof of the police headquarters. He and Commissioner Gordon met with Batman in regards to the thieft of an armored car by Paris Franz. At the height of the manhunt for Franz, Bullock was quoted saying, "It's like he's fallen off the face of the Earth." A week later, Bullock met with Batman in a locker at Gotham Storage. He remarked it was a hell of a night but Batman didn't think it was different from any other night in Gotham. Bullock shared the coroner's analysis that the corpses were probably three years old. They speculated the four corpses in the locker were the conventioneers who went missing three years ago from a dentists' convention. Batman told Bullock he wanted to talk to Gordon despite it being his father-daughter night. Bullock and Batman were present when a doctor gave his prognosis Barbara Gordon would never walk again.
As Batman looked at Joker card, Bullock informed him a woman named Colleen Miles found Gordon in a state of undress. Bullock found it sickening. Batman asked to have the room for a moment. Bullock obliged him. Batman was unable to locate the Joker. Bullock activated the Batsignal. When Batman arrived, Bullock handed him an envelope with the bat symbol on it. Inside was a free admission for one to the Bonus Brothers Carnival and Amusement Park.
