The Carny Owner was one of the co-owners of the Bonus Brothers Carnival and Amusement Park. The Joker approached them with intent to purchase the carnival. He gave Joker some time to inspect the property. After some time, he located Joker and asked if he needed more time and if it was what he was looking for. Joker remarked it was garish, ugly and smelled like piss but couldn't figure out if it was from bums or rats. The Carny Owner asked if that meant he didn't like it. The Joker admitted he was crazy for it. The owner was relieved and wanted to start negotiating the sale price. Joker admitted he thought the asking price was steep but thought he could makie a killing. He became lost in thought. The owner sat on an elephant seat and assured the Joker he wouldn't regret buying the park. He thought the park just needed some spit and polish. The Joker agreed and proposed they shake on it. Some of his deformed henchment ran past them. The owner inquired who they were. Joker replied they were "Spit and Polish," his attorneys.

The Carny Owner was exposed to the Joker's toxin in the hand shake and died. The henchmen forced the other owner to sign the deed over to the Joker an hour ago. Joker left his body seated there. When Commissioner Gordon was kidnapped and taken to the carnival, he was dragged past the owner's corpse, still seated. When Batman arrived at the carnival, he braked just before the Batmobile hit the owner's body.
