The Bonus Brothers Carnival and Amusement Park is a run down establishment in Gotham City. The Joker approached the owners with a purchase offer. He was allowed to look over the property. After awhile, the Carny Owner asked him if it was what he was looking for. Joker remarked it was garish, ugly, and smelled like piss that he couldn't quite make out whether it was from bums or rats. He added the rides looked like innocent children would be maimed or worse if they rode them. The owner thought he didn't like the park. Joker remarked he was crazy for it and laughed. The owner asked if they could start negotiating the price. Joker replied there wasn't a need to because he saw he could make a killing despite the steep price. Money wasn't a problem either. He stared into a fortune teller booth and remembered something. The owner admitted the park wasn't as bad as it looked and it just neeeded some spit and polish. They shook on the sale. The owner noticed someone run past. Joker joked they were his attorneys Spit and Polish.

The Joker revealed his "attornies" persuaded the owner's partner to sign over the deed about an hour ago. The property was already his. The Joker had killed the owner with his toxin delivered via the hand shake. He chose Commissioner Gordon as his main attraction. He activated the park's power and marveled at the lights. Gordon was stripped of his clothing and dragged around by his deformed henchmen. The Joker warned him that remembering was dangerous as he was loaded onto a ride. Gordon was taken to a mock court. He was repeatedly asked what should be done to someone who had no regard for the law. Gordon finally replied he would throw the book at him. The carnies chanted for him to throw the book. Gordon aimed for the Joker and threw but a cardboard cutout of Batman popped up and was hit instead. Gordon was placed back on the ride. The Joker sang him a song about going mad while he was exposed to photographs the Joker took of Barbara Gordon after he shot and stripped her. Detective Bullock activated the Batsignal.

Batman arrived and was given an envelope with one ticket to the Bonus Brothers Carnival. Gordon was catatonic and locked up in a cage to ponder life's uncontrollability. Batman soon arrived and saw the murdered owner. Joker cardboard cutouts sprang up and he greeted Batman on the p.a. system. The carousel started up and the carnies began to attack Batman. He made his way to the Joker which was just a rabid hairy man in disguise. The Joker presented Gordon as "The Average Man." Batman tackled Joker but took acid to an arm. While the Joker ran off, Batman freed Gordon and clothed him then informed him the police were coming. Gordon ordered him to bring in the Joker by the book. Batman searched the House of Mirrors. The Joker declared he proved his point that all it took was one bad day to change anyone. He knew even Batman had a bad day once. Batman started punching mirrors when the henchmen appeared. He avoided falling into a pit of spikes and fired his grapnel gun. He found his way into a mock recreation of a seedy apartment.

Batman entered a room arranged upside down. The Joker admitted he preferred to remember his past by multiple choice and attacked Batman with various decor. He became irritated Batman couldn't see the funny side to it. Batman countered he heard it before and it wasn't funny the first time. He countered Gordon wasn't driven insane by the Joker's torture and ordinary people don't crack, just him. Joker pulled his mask down and took out a gun but Batman tackled him through a window. Joker retrieved his gun but he discovered it was just a prop flag gun. He gave up and invited Batman to kick the hell out of him. Batman refused and tried to appeal to him with an offer to rehabilitate. The Joker turned him down and remarked it was far too late for that. He recalled a joke about two guys escaping an insane asylum. Even Batman laughed after he heard it all.
