Arkham Asylum is a private medical facility for the criminally insane of Gotham City. In recent times, it has come to also house the super-powered psychopaths who also were members of Batman's Rogues Gallery. After the Joker was incarcerated for two years at Arkham, Batman was called to a grisly discovery at Gotham Storage. He asked to Detective Bullock if he could speak with Commissioner Gordon. Batman met Gordon at Arkham and walked inside past reception, Harvey Dent's door where Two-Face was reaching for his coin, to Joker's door. A stationed police officer unlocked the door for Batman. He found the Joker playing solitaire. Batman sat down and made a genuine attempt to talk things over to prevent one of their eventual murders. Batman realized the Joker before him was an imposter. Outside, Gordon heard screams and ordered the officer to open the door. Gordon invoked the laws about mistreating inmates. Batman tossed him the imposter's wig. He asked the imposter "politely" one last time where the Joker was.
