The Bonus Brothers Carnival and Amusement Park has a typical assortment of carnies and freak show, including a fat lady, a hairy man, a bearded lady, a strong man, conjoined twins, and a contortionist. The Joker became their new boss after the deed to the park was signed over to him and the co-owners were murdered. Commissioner Gordon was chosen by the Joker to be his main attraction, the Average Man. He was kidnapped and taken to the park. Joker's deformed henchmen stripped Gordon, put a leash on him, and dragged him through the property. The freak show carnies lined up and laughed at Gordon as he passed by them. The carnies went to a mock court and awaited Gordon's arrival. The Fat Lady yelled, "Order in the Court!" The Joker asked for a ham on rye. The carnies groaned. Joker retorted a joke didn't have to be good to be a classic. The Joker asked Gordon for his help.
The Joker admitted between himself and his new colleagues that there wasn't one sound mind and body between them. The Hairy Man stood and asked, "What should be done with someone who has no regard for the law?" Everyone else agreed with the question. The Fat Lady added it was someone who treated people like meat. The contortionist said it was a man who had no problem brutalizing his fellow man to get his way. The conjoined twins asked Gordon what he would do to a man who breaks the laws he swore to uphold. The second twin stated he was a moster who ignored what he stood for. Gordon declared he would throw the book at him. The carnies chanted for him to throw the law book at his feet. Gordon picked it up and threw it at the Joker. A cardboard cutout of Batman rose up and was hit by the book. Joker revealed Batman was the one on trial.
The Joker sang about going insane and the carnies danced along all while Gordon was forced to look at nude photos of his daughter Barbara Gordon that were taken after the Joker shot and crippled her. Batman was eventually invited to the Bonus Brothers Carnival. A carousel lit up and a Joker cardboard cutout rose up. Joker addressed Batman on the p.a. system. The light and carousel started up. The contortionist came at Batman with an axe. Batman kicked him. The bearded lady attacked and he tossed her. The Fat Lady jumped down from a stand. Batman tossed a bola at her legs. The conjoined twins threw knives at Batman and hit the Fat Lady without concern. Batman threw exploding gas balls at her. The strong man came at Batman with a mallet but he threw a clay substance out. It landed on the strong man's face. He struggled to pry it off. Batman ran up to the Joker but it was the Hairy Man and was tackled onto his back. As the Hairy Man snapped at him, Batman punched him in the side of the head repeatedly until he rolled away in pain.
