Mark Richards once served with the U.S. Marine Corps. He went missing after the helicopter he was riding exploded and was later presumed dead. Richards survived and studied sin-grafting in Modora. This technique allowed one to place the sins of those they murdered into a tattoo and graft it onto their skin. Richards came to believe he was redeeming these souls by taking on their sins. He took the name Tattooed Man and resurfaced in Gotham City as a hitman.
In the Flashpoint timeline, he is a member of Deathstroke's crew. When the Atlanteans boarded the Ravager, Tattooed Man was fatally shot after Deathstroke ordered everyone to battlestations.
