George Harkness was sent to America from Australia by his mother in a final attempt to separate him from his estranged stepfather. As a teenager, Harkness put his years of boomerang throwing to use when he was hired by Wiggins Game Company as a boomerang demonstrator. Harkness was given a costume and was dubbed "Captain Boomerang." During these demonstrations, Harkness was often taunted and picked pockets but he was confronted by the Flash. While on a B & E with the Rogues, Captain Boomerang managed to pin Flash to a wall but he escaped and lured a boomerang right into Captain Cold. After Professor Zoom announced his true intentions, Cyborg and Captain Atom took off with Boomerang. Cyborg managed to interface with and defuse the bomb planted on Boomerang. He was arrested afterwards. In the Flashpoint timeline, Captain Boomerang was filmed fighting Citizen Cold in front of the Cold Museum.
