Donovan Baker is Tobias Whale's financial advisor. He was later kidnapped by former mob accountant Humphry Dumpler and imprisoned in a giant toy soldier then placed opposite of another, that held District Attorney Marion Grange. Batman arrived and diverted the soldiers' cannons before Baker and Grange were hit.
